Executive Summary
Georgia’s Improving Early Childhood Education (ECE) Institution Management System and Enhancing the Quality of Programs project represents one of the most comprehensive early childhood reform efforts in the country. Implemented under the World Bank’s Innovation, Inclusion, and Quality (I2Q) Project, the initiative strengthened the foundations of early learning through coordinated reforms in five core areas: Quality Assurance, Data Reporting, Salary Scale, Teacher Professional Development, and the School Readiness Program.
Over six phases, the project moved from national diagnostics and international benchmarking to system design, piloting across six diverse municipalities, refinement, and preparation for nationwide scale-up. The result is a coherent, sustainable framework aligned with Georgia’s broader education system.
Key achievements include:
- Establishing a modern Quality Assurance framework and preparing nearly 300 trained QA professionals to support nationwide authorization processes beginning in 2025.
- Creating a nationally aligned ECE data reporting system, standardized business processes, and tools to support future integration with EMIS.
- Developing Georgia’s first evidence-based ECE salary model and a dynamic projection tool to support national and municipal budgeting.
- Building a comprehensive professional development system, including ten training modules and a classroom-based coaching model shown through independent evaluation to significantly strengthen educator practice.
- Expanding and integrating the national play-based curriculum into a unified School Readiness Program that supports children’s transition into Grade 1.
All components were piloted in real Georgian settings and validated through independent monitoring, municipal engagement, and educator feedback. The systems developed through this partnership are aligned, field-tested, and ready for national implementation.
