About Us

At the heart of our mission lies Word Bank Georgia’s Improving Early Childhood Education (ECE) Institution Management System and Enhancing the Quality of Programs project. This collaborative effort leverages the expertise of U.S. and Georgia-based professionals to support and enhance early childhood education in Georgia.

San Diego State University (SDSU) is a key partner in this initiative, working closely with the Innovation, Inclusion, and Quality Project (I2Q) and the World Bank. Together, we are committed to elevating the standards of early childhood education in Georgia. Our goal is to strengthen and expand current efforts by developing quality assurance frameworks, improving data reporting, enhancing teacher and administration training, and optimizing salary structures for ECE professionals.

The SDSU Early Childhood Education (ECE) Project is dedicated to enhancing the Early Childhood Education Institutional Management System and improving the quality of ECE programs in Georgia. Through addressing critical challenges and implementing evidence-based practices, the project aims to create equitable access to high-quality early learning opportunities for every child.

To transform early childhood education in Georgia by fostering an inclusive, efficient, and high-performing system that ensures all children receive the foundation needed for lifelong success.

Key Areas

Objective

The Quality Assurance Framework (QAF) project aims to develop, pilot, and implement a comprehensive QAF for early childhood education (ECE) in Georgia, incorporating best international practices and aligning with national legislation.

Quality Assurance

Scope

The component includes reviewing existing standards, developing new standards for psychologists and special teachers, designing monitoring tools, and providing training to build capacity for successful long-term implementation across municipalities.

Objective

Develop a systematic and robust data reporting mechanism for early childhood education (ECE) and preschool, integrating it with the Education Management Information System (EMIS).

Data Reporting

Scope

Review legal and policy documents, identify necessary data sources, and create processes for data collection, storage, and usage. Define responsibilities, establish data privacy standards, pilot the system in diverse municipalities, and develop operational guidelines and recommendations for legal amendments.

Objective

Develop a certification and merit-based pay system for ECE teachers and create in-service training modules aligned with modern, child-centered pedagogical standards.

Salary Scale

Scope

Implement a certification system, design and deliver blended training modules on progressive educational topics, and develop a salary scale linked to certification achievements while ensuring legal compliance and long-term sustainability.

Objective

Revise the existing School Readiness Program (SRP), introduce modern, child-centered SRPs in 150 schools, and support their implementation with professional development for teachers and necessary resources.

Scope

Review and update the SRP curriculum, develop a comprehensive implementation plan, and pilot the revised program across selected municipalities, ensuring long-term sustainability through training, resource allocation, and community engagement.
